In October of 2012, The Affordable Care Act added Section 1886(q) to the Social Security Act and enacted the Hospital Readmissions Reduction Program. The program, simply referred to as HRRP, requires CMS to reduce payments to Inpatient Prospective Payment System (IPPS) hospitals with excess readmissions. With these penalties now a real and imposing reality for many hospitals, it is imperative that these organizations expeditiously identify mechanisms to reduce potential risks by keeping readmissions occurrences to a minimum.
According to the Center for Medicaid and Medicare Services, the projections for FY 2013 are as follows:
- 1 in 5 Medicare recipients are readmitted in 30 days (translating to 2M patients)
- More than 2,000 hospitals will be penalized for excessive hospital readmissions
- HRRP has the potential to impact thousands of hospitals in a highly-negative manner. Estimated penalties are upwards of $280M during year-one
